Robert E. Bell

Robert E. Bell has been Assistant Director of the Connecticut Department of Environmental Protection's Remediation Division for the past four years. Robert leads a team of 40 professionals working on cleanup of contaminated groundwater, soil and sediments throughout the state, including state and federal superfund sites, RCRA Corrective Action sites, brownfield redevelopment sites, other industrial/commercial releases, and projects to provide clean drinking water and find responsible parties where releases contaminated drinking water wells. Previously, Robert worked in Massachusetts for seventeen years as an attorney on Clean Air Act, Clean Water Act, wetlands, solid and hazardous waste, land use, cleanup and cost recovery cases and projects, prosecuted enforcement cases, and defended permit appeals for the Massachusetts Department of Environmental Protection in Boston and as Chief Regional Counsel in Springfield. Robert has been recognized twice by the U.S. Environmental Protection Agency for an Environmental Merit Team Award, in 2000 for work on the Housatonic River/General Electric Federal Court Consent Decree, and in 2010 for promoting a LEAN culture and implementing LEAN process improvements.
